Go to https://www.rstudio.com/products/rstudio/download/ and download the current version of the Installer for Debian. I downloaded file described as "RStudio 1.0.136 - Ubuntu 12.04+/Debian 8+ (64-bit)" which is a .deb file: rstudio-1.0.136-amd64.deb.

Installation now works:
I am running 64-bit Ubuntu 16.04.
Prior to installing RStudio I didn't install R language. Therefore, when I tried to launch RStudio, I got the following dialog:
